         As for me, the simple way is just to hunker down for 3 days minimum to allow the worse stuff to get to safer levels. And remember most have access to a water heater which should contain enough safe water for the 3 day period. As to food, one can starve for 3 days, easy.  As for waste water, use one segregated place to protect all from the kind of diseases that come with pee and poop. Last, as to first aid, the minimum is to keep people warm and hydrated as best you can. And remember this is just the simple solution.
