Poster's comments:

1) Classically, totalitarian governments arise during times of economic difficulty and friction.

2)  The terms that arise around fascism are thrown around casually, often without any sense of what the terms imply, or even mean.

3) I have learned the hard way that many words have different meanings to different people, although the word or phrase is the same. Said another way, it is understandable that people may talk past each other, and both sides are sincere.  Hence, this can be another difficulty for leaders.
