Maintaining good order and discipline

The title could be “enforcing” good order and discipline.

Now many places around the world have different political systems, and also different methods for maintaining good order and discipline.  The two are different, at least to me.
Now we all have heard of the military, para-militaries, police, gendarmes, constabularies, counsels of elders, intelligence agencies, financiers, egomaniacs, educators, and probably many more. Often it is some combination of some of preceding methods mentioned in order to maintain good order and discipline.
Now thinking about it ahead of time suggests being able to act, vice react. That is superior if one can do it. Even doing some planning ahead of time is also superior, again if one can do it.
For example, suppose we have a civil war and we want to live better than mob rule and every man and woman and child for them self? Suppose we (whomever we is) want to rule vice the criminals ruling? Most of these types of questions are pretty simple to think of, though the solutions are often difficult to achieve.
To summarize, most think maintaining good order and discipline is both a noble and practical goal, and should be sought after as an advantage to any society or even community. After all there is a reason we often have different levels, like federal, state, county, and city within the new world USA.
And last, are we more reformers or anarchists?  Do we change the “system by whatever means”, or more focus on removing the bad apples that often exist in any apple barrel or even an orange crate. There are usually many methods to achieve either way, too. Hopefully people will think about it ahead of time so later we can act vice react if push comes to shove.
And any kind of change does usually take time, like it or not.  And there are often long memories, often passed through many subsequent generations. Remember the truth and reality is one thing, and what people think may be another thing. Major things like people migrations often elude many people as they age, and assume the world is like “when they grew up and were taught by their elders”.
