1)      Anything warm for those on security patrol (especially during or after) is really good for their morale and expectations.

2)      Ramen soups, coffee, or teas, provide good examples for cold weather situations. Any drink will also be very helpful to morale during the warm weather situations.

3)      Basically, one has to be able to boil water during cold weather situations.
